Can't Activate EBE at Site Level: 403 Error

We were able to activate the EBE WebApp feature at the web application level, but we receive errors when attempting to activate the feature at the site level.

At the blog site level, we are receiving errors at the user-interface and command-line when trying to activate:
1. At the user-interface, we receive a HTTP 403 error, saying "The website declined to show this webpage"
2. At the command-line, we receive an error that says "Value does not fall within the expected range"

Any thoughts on what could be going on? Thanks!

403s normally imply a permission problem?? Hopwever, I would have thought if you have the rights to activate the feature then you would have the rights to make the changes.

Can you try a different account?

Can you get DebugView from TechNet and see what error messages are being produced?

Can you open the site in SharePoint Designer to see if the Themes folder is created (and any other files). Can you look at the Posts list to see if that has any new columns added to it? Does the 'Media' document library exist?
