I'm having an issue where the Email isn't getting sent to any of the external email addresses only the addresses that are local to my company's domain.  e.g.  I get Registrations from email addresses containing our domain/company name: but if I register with any other email address i.e. or the emails don't get routed.  It appears that this mail doesnt know how to get routed out.  Is there a setting I'm missing?  Any suggestions? 

I believe I have SMTP setup correctly because SharePoint can route internal mail just fine.  Also I seen a post that showed adding a web config element with mail settings, is this necessary?

To be able to route emails to external email addresses... you have to setup correctly the RELAY in your server.
Basically, you tell who will be in charge of delivering the emails.
